Rear brake issue on new build

loss of brake pressure
Hey guys,
I am having an issue I have never had before. I have bleed 100's of systems thru the years, but this one just makes no sense.
Rear line, 4 piston Wilwood caliper, standard HD softail Master cylinder, pressure switch for brake line inline.
No matter how much I bleed this thing, I cannot keep pressure. if you spike the pedal, it has great pressure and grabbbing power, but if you gently push the pedal, it sink to the bottom w/ zero resistance. If spiked, it will hold also, no bleed down/ sink.
Light works when spiked, but not when pushed slowly?
Any ideas?
I have bleed and bleed, no air is coming thru, it solid clean fluid.
Been considering a Pheonix tool bleeder, but never needed one B4?
